WELCOME ~
I believe the top is enameled - there is a lovely arrangement of what appear to be stones in the shape of butterfly wings - each with gold fittings surrounding.  I suspect the 'stones' may be a plastic - there are curved incised lines on some of them.  These lines should be apparent on an enlarged photo.   In addition there are 5 small bright stones that complement the arrangement.  There is a slip cover that is in poor condition.  Compact measures 2 1/4" x 3".
